Surigao del Norte Second District Representative Robert Ace Barbers has introduced an AI Bill for the Philippines. The proposed House Bill #7396 calls for the establishment of the Artificial Intelligence Development Authority (AIDA), which would be responsible for developing and executing a national AI strategy. AIDA’s responsibilities would include promoting research and development in AI, supporting the growth of AI-related industries, and enhancing the skills of the Filipino workforce in AI.

The Philippine AI Bill intends to safeguard the country from potential risks associated with artificial intelligence while also enabling Filipinos to adapt to rapidly advancing tech trends through training programs and other initiatives. The bill defines AI as a general term that encompasses various technologies such as deep learning, machine learning, and natural language processing.

The proposed legislation recommends that AIDA oversee AI research, development, and deployment, conducting risk assessments and impact analyses to ensure compliance with ethical guidelines and the protection of individual welfare. AIDA would also develop cybersecurity standards for AI to prevent hacking and other cyberattacks, functioning as a “watchdog” against those who might use AI for criminal purposes.
